If you can create a picot, you definitely can create picots with beads on them. The beads are strung onto your thread before winding your shuttle, and then 3 beads are drawn up to the place where you need to create one of the beaded picots.
The middle filigree charm also appears to be a very complicated part of this pattern, although you can look at this filigree charm as instead being just a tatted center, and this tatted center filigree is simply affixed to the outside heart shape with joins, so it truly is not complicated. In fact, it is one less component that you will need to tat!
